Senior Policy Fellow
Kathy Stack is a nationally distinguished leader in evidence-based policy who focuses on intergovernmental strategies to advance use of data, evidence, and cross-program innovation in education, workforce, health, human services, and other social programs. She coordinates several Tobin Center efforts that are building partnerships with federal, state, and local governments to strengthen their capacity to use integrated data to evaluate and improve programs. She spent nearly three decades at the White House Office of Management and Budget, culminating in the development and oversight of OMB’s evidence-based policy agenda during the Obama administration.
