Andrea Harris
Andrea Harris is a seasoned health policy leader with nearly 20 years of experience shaping health care reform in Washington, DC. In 2025, she joined the Tobin Center as Managing Director of the Health Policy Impact Lab.
Prior to joining the Tobin Center, Andrea led the policy team at Protect Our Care, advocating for reforms to make health care more efficient and affordable. She also served as Chief of Staff to Representative Lauren Underwood for two terms, where she established the Congresswoman as a leader on health care policy and played a pivotal role in advancing legislation to expand the Affordable Care Act, reduce prescription drug costs, and improve maternal health outcomes.
Earlier in her career, Andrea was Chief of Staff to two Assistant Secretaries at the U.S. Department of Health and Human Services during the Obama Administration. She began her career on Capitol Hill as an aide to Senate Health, Education, Labor, and Pensions (HELP) Committee Chairs Senator Ted Kennedy (MA) and Senator Tom Harkin (IA).
Andrea holds a Master’s degree in Health Policy and Economics from the London School of Economics and a Bachelor’s degree from UCLA.
