Emily Mangan

Governor's Fellow

Emily Mangan is a Governor’s Fellow supporting the Connecticut Department of Transportation implement the Infrastructure Investment and Jobs Act (IIJA). Previously, she supported transportation decarbonization planning in the Maine Governor’s Office. Prior to her time with the State of Maine, she was a policy associate at Transportation for America in Washington, DC, where she advocated for more sustainable and equitable federal transportation policy on Capitol Hill. Her policy portfolio included public transit, active transportation, and federal-aid highways. Emily previously held roles at the environmental think tank World Resources Institute as part of their Climate program.

Emily holds a Master of Environmental Management from the Yale School of the Environment and a B.A. in political science and environmental studies from Skidmore College. Emily lives in New Haven.
