A Theory of Quasi-Experimental Evaluation of School Quality

Professor Narita performs a meta-analysis of studies that examine the impact of school choice on outcomes in the context of schools that quasi-randomly assigned when a school is oversubscribed and offers a lottery for admissions.
Reviewing research on many centralized school admissions systems, Professor Narita concludes that there are two popular designs for such research and that may not successfully identify a random assignment of applicants to schools. In spite of this, he evaluates both and finds that the first-choice research design is preferable to the qualification instrument design.
